Hawaii’s Department of Human Services is testing a controversial new program to address the growing homeless population in the Aloha State.

State legislators voted to allocate $100,000 to fund the “Return to Home” program, which would give homeless persons one-way flights back to their families in other states. The program is voluntary, and to qualify, those interested would have to complete a background check, be found mentally sound, and have “sufficient personal hygiene.”

Currently there are roughly 17,000 homeless in Hawaii.

This doesn't sound like the helping hand that is needed. Am I the only person that is offended by this program?
